Marin County Grand Jury releases third report in five years on Ross Valley Sanitary District.

The Marin County Grand Jury released a report today, entitled Ross Valley Sanitary District: Not Again! In the report, the grand jury takes the Ross Valley Sanitary District (RVSD) to task for its confrontational relationship with the Central Marin Sanitation Agency (CMSA) -- a JPA that treats the wastewater for RVSD, Corte Madera, and San Rafael -- and for relying .

The report even calls out the district for being in the news so frequently of late.

"The Ross Valley Sanitary District, if measured by the amount of press it receives, is a local celebrity of superstar magnitude," reads the introduction of the grand jury report.

The report suggests that in light of the nearly , the district should focus on its job, and the grand jury points to leadership of RVSD to blame for ongoing battles between the district and CMSA.

The recommendations of the report are that the district use mediation to resolve disputes, require that the general manager attend CMSA meetings, hire consultants to negotiate contracts with the unions, review, and renew efforts to look at consolidation.
